Chapter VII establishes the District Officer's role in monitoring timely submission of reports by the Local Committee and taking measures to spread awareness of the Act.

District oversight is supposed to keep the Local Committee system visible and functioning. The District Officer carries both monitoring and awareness-building responsibility.

This district-level administrative anchor matters when a workplace has no IC or the complaint is against the employer.
